HONOREE

Sheriff Bill E. Waybourn

Sheriff Bill E. Waybourn began his career in the U.S. Air Force. After serving active duty, Bill began working for Dalworthington Gardens Police Department. Bill was promoted to Chief of Police on June 1, 1984 mak- ing him then the youngest police chief in the state of Texas. In his 31 years as Chief of Dalworthington Gardens, he pioneered the Texas model for the DWI “No Refusal” program—which has been credited with lowering the fatality and DWI rate and is now being used as the model for several surrounding states. On January 1, 2017, he took office as sheriff of Tarrant County, Texas. As sheriff, Bill created the Human Trafficking Division and the Intelligence Division, which have been paramount in protecting the residents of Tarrant County and have saved many lives throughout the State of Texas, and across the country. He has also testified before the state legislature on an array of issues relating to the Second Amendment.

Sheriff Waybourn is a graduate of the Texas A&M Police Academy and holds a Master’s Police Certificate, has a Bachelor’s Degree in Criminal Justice, a Master’s Degree in Conflict Management, a graduate of the FBI National Academy, and over 4,700 hours of police training above and beyond his formal training. Bill has taught at Colleges and Police Institutes covering criminal justice, firearms, self defense, and criminal procedure and he has been an expert witness in many criminal trials. He worked with the state legislature on Texas’ original concealed handgun license laws in the 1990’s, as well as the most recent open carry law that passed in 2015. Bill is also ex- tremely honored to have helped the Chris Kyle Bill become a law in Texas—a bill that streamlines the process for military service men and women to become police officers.

Sheriff Waybourn has built relationships throughout his community, with local pastors and community leaders, and was proud to create the first annual Christmas for Children of the Incarcerated in 2019, a program that provided Christmas presents for over 800 children whose parents had been incarcerated. He has worked every day in office to bridge the gap between law enforcement and the community while never losing sight of the mission to stand between evil and good.

Bill is married to Laura Waybourn and together they have ten children, eight of whom were adopted. Bill and Laura are zealous and passionate advocates for the fatherless.

SPECIAL ADDRESS

Sheriff Mark Lamb

Sheriff Mark Lamb was elected as the 24th Sheriff of Pinal County, Arizona, on January 1st, 2017.

Since assuming office in 2017, he has worked tirelessly to stop drug trafficking into Arizona and to secure our United States border. Sheriff Lamb oversees a county the size of Connecticut and manages more than 650 employees within the department. As a constitutional conservative, Sheriff Lamb is a strong supporter of our 2nd Amendment rights and the enforcement of all of our laws, including those that pertain to fighting illegal immigration, and he is determined to protect the rights and freedoms of the people whom he serves.

Sheriff Lamb is well known for his appearances on live television and at in-person events championing Law Enforcement Officers and their constant fight against the cartels as well as the preservation of Americans’ rights secured by the Second Amendment. He took a strong constitutional stance against unconstitutional orders issued by governors during COVID, courageously fulfilling his duty as sheriff to prevent government overreach and maintain the rule of law.

Over his tenure in office, Sheriff Lamb founded two organizations — the American Sheriff Foundation, which is dedicated to “bridging the gap between communities and Law Enforcement through service,” and Protect America Now, which aims to educate the American people about the role of Law Enforcement in support of the constitution and the American people, building a coalition of likeminded people willing to further their mission and keeping elected officials accountable when the decisions that they make put Americans at risk. He worked with several agencies to disintegrate the primary and most violent gang in Tucson, Arizona that distributed fentanyl and other drugs and committed regular violent crimes. Because of his efforts, he received the Award of Excellence from the Arizona Gang Investigators Association. Sheriff Lamb was one of our inaugural class of the Sheriffs Fellowship in 2021 and the first recipient of the Claremont Institute’s American Sheriff Award in 2022.
